There are plenty of parking lots around that area and some have specials for hotel parking in the $30 range. If you drive a few blocks from Union Square Taylor at O Farrell you will find a parking garage.

If someone is in your spot at the beginning of your permit time, you would need to call DPT (Dept of Parking and Traffic) or 311 to get the car towed. Generally that doesn't happen. I live in the Marina and there were tons of people moving out last year.

Always curb your wheels when parking in San Francisco. 10 years ago. Not having your wheels turned in when parking on any slope in San Francisco is the city's delight as it means extra revenue at $58 per ticket (as I found out to my cost). Slopes should only be those over 3% although that's not much in San Francisco.
